Our role is to safeguard the client’s interests and provide transparency, control and continuity throughout complex infrastructure projects - from initial design and preparation through implementation, commissioning and project completion, including implementation oversight, quality and progress monitoring and construction supervision.
Croatia Market Entry
Flavima supports international investors from opportunity and location assessment through feasibility, business-case development, project preparation, permitting, local partner identification and establishment of a local operating presence.
Where relevant, Flavima can also identify pre-developed investment opportunities aligned to an investor’s target scale or desired infrastructure capacity. Key technical and administrative groundwork is already in place, allowing projects to move towards implementation without waiting through a full development cycle.
Where a project calls for it, we can also take responsibility for on-the-ground installation, construction and project management, so international investors do not need to bring in their own people, equipment or logistics. We act as a single point of contact, coordinating delivery through our trusted partner network and taking responsibility through to completion.
Selected experience
Flavima was founded in 2025, bringing three decades of infrastructure experience into an independent advisory practice. Its founder and CEO, Duško Žutić, has spent his career on both sides of the table – building and running networks as an executive with major Croatian operators, working on commercial and EU-funded broadband programmes, supporting infrastructure transformations and M&A integrations and advising investors, operators and public bodies on getting projects financed, permitted and built. As a licensed electrical engineer, he is authorised in Croatia to certify project documentation and supervise implementation across telecommunications, energy and other related infrastructure projects.
Executive leadership and strategic roles with major Croatian operators, including Hrvatski Telekom and A1 Hrvatska. Built fibre networks from the ground up, taking responsibility for nationwide fibre infrastructure across multiple operators.
Leadership of commercial and EU-subsidised FTTH programmes and rollouts into white areas, strategic and delivery experience across Croatia’s broadband programmes, including the national broadband framework.

Duško Žutić is a senior executive and advisor with three decades of industry experience across telecommunications, digital and energy infrastructure, the last twenty of them in management and executive roles.
His career has evolved from engineering and operational roles through senior management to CEO-level leadership, giving him a comprehensive understanding of how projects are developed, delivered and managed across their full technical, operational and business dimensions. He combines extensive executive experience with formal education and professional licensing as an electrical engineer.
